Purpose, Strategy and Values

NPC is a leading force in healthcare innovation and delivery, making our system better by working with and on behalf of primary care and our healthcare partners.

Purpose and Strategy

Our 5-Year (2024-29) Business Strategy outlines a comprehensive plan to build on past successes and adapt to emerging healthcare challenges. Having evolved from the North Norfolk Primary Care, NPC rebranded and restructured as a Community Interest Company (CIC) in 2024 to better serve its objectives and local healthcare needs. Our strategy sets out our strategic objectives to drive NPC’s activities over five years, focusing on differentiation through innovation and collaborative care.

At the core of our strategic direction is a commitment to three key differentiators that define our approach:

  1. Standing Out from the Pack: Our approach to healthcare delivery sets us apart from traditional providers and delivery models. By focusing on delivering primary care in ways that uniquely address patient needs, NPC emphasises quality, accessibility, and responsiveness, ensuring that its services are notable in an evolving healthcare landscape.
  1. Building Innovative Solutions to Well-Known Problems: NPC is dedicated to finding creative and impactful solutions to long-standing healthcare challenges. By introducing novel technologies and service delivery models, NPC seeks to improve patient outcomes and streamline care pathways, positioning itself as a leader in innovation within the healthcare system.
  1. Respectfully Challenging Existing Delivery Models: NPC is committed to questioning and improving traditional healthcare models. By critically assessing current practices, NPC fosters respectful, yet transformative, dialogue aimed at enhancing efficiency and effectiveness in primary care services, ensuring that its approach drives meaningful change.

Key Objectives

  1. Growth and Membership: NPC aims to achieve 90% membership of GP practices within the Norfolk & Waveney Integrated Care System (ICS). This will foster collective influence, enabling better healthcare delivery for patients and operational efficiencies for member practices.
  1. Integrated Care and Collaborative Service Delivery: NPC intends to enhance patient outcomes by positioning primary care at the centre of the healthcare system. NPC intends to support the simplification and defragmentation of patient care, creating smoother, more efficient patient journeys that reduce the complexity and fragmentation currently present and in so doing demonstrate a new ‘potential’ for primary care overall.
  1. Capitalizing on Policy Changes: NPC will align its strategies with key insights from national healthcare reviews (e.g., Darzi and Fuller) to drive systemic improvements, particularly in digital innovation, preventative care, and workforce support.
  1. Education and Research: By 2029, NPC aims to position itself as a leader in primary care education, training, and research. This will involve leveraging its network to develop innovative training programs and research initiatives to enhance care delivery and patient outcomes
  1. Corporate Governance and Operational Efficiency: Strengthening governance and corporate responsibility will be critical to NPC’s sustainable growth, ensuring efficient operations and adherence to regulatory standards while supporting its mission to innovate and lead within primary care.

Through this approach, NPC aims to stand out as a leading force in healthcare delivery and innovation in the Norfolk & Waveney ICS, ensuring high-quality, patient-centred care and addressing key challenges through innovative solutions.

But why…

It is also important to outline ‘why’ we do this and what drives a group of people to coalesce within NPC and strive to perform.

Our organisational core values are to provide high quality care that is accessible by all, is driven by good teamwork and collaboration, all of which is supported by good leadership and carried out with integrity.

NPC is driven by the desire to bring about meaningful change in healthcare delivery. This motivation stems from the belief that things within the NHS can be improved. The senior team, with years of experience in working within and alongside the NHS, sees NPC as an opportunity for transformation and enhancement, aiming to position General Practices in Norfolk and Waveney as key players in the healthcare system.

NPC recognises that General Practices are a hub of innovation and creativity, often outpacing the wider system in their approach. However, without proper support and organisation, this potential isn’t fully realised on a large scale. NPC aims to bridge this gap by organising practices to operate more effectively within the broader healthcare system, ensuring that their innovative solutions and talented staff can deliver improved care at scale.

Furthermore, our executive team is committed to developing an organisation with motivated staff, creating a sustainable healthcare model that serves the community for years. By continuing to grow, we envision building a shared, resilient healthcare organization that benefits both healthcare providers and patients, fostering long-term improvements in care.
